Abstract
The methodology of strategic planning for public health to criterion of the human capital progress and in particular of health capital is considered. The basic stages of strategy formation, methodological approach to use of indicators for assessment of health capital, its circulation, potential need for medical technology are indicated. There are indicated the fundamental strategic positions to formation and conservation of the health capital, as well as perspective directions of social-hygienic researches are described.
